This time last year, Senate appropriators expeditiously moved through committee a bill that restored funding cuts to workforce and ultimately looked a lot like the full-year measure that became law at the top of 2026.
This year, on the edge of midterms that the majorities definitely aren’t sure are going to go their way, Senate leaders said this week that they plan to punt until after the election. Majority Leader John Thune predicted the Senate will vote on a continuing resolution before its August recess, which is expected to start the week after next. The House already passed its punt.
During my brief return to D.C. last week, I heard a few times over about how off-kilter the Hill felt due to the unexpected death of Sen. Lindsey Graham. That altered the math needed to pass an appropriations bill, and it adds to the political complication that Senate control could swing around the fate of Maine Sen. Susan Collins, the appropriations committee chair. She probably needs a more moderate appropriations bill—particularly around workforce and education—given that she is more or less in a statistical dead heat with a Post-It that says “Democratic Senate nominee TBD.”
That’s not the House bill advanced by appropriators earlier this year, which chopped the living hell out of everything in unrealistic ways for the second straight year. Punting buys time and relieves electoral pressure.
But it also creates the potential for some real chaos after the election.
