The good news and bad news on the Senate’s attempt to delay the White House’s grants rule.
The White House has signaled there is nothing it will do to delay implementing its mess of a remake of federal grants rules, which it aims to put in place before October despite the need to process 500,000 comments. This week, Senate Republicans may have taken away that choice—at least temporarily—in a funding bill needed to keep the government open during election season.
The bill delays implementation of the rule through December 11, when the funding patch expires. Senate Appropriations Chair Susan Collins has been a critic of the rule, as is Alaska Republican Sen. Lisa Murkowski. Collins, in particular, needs to look more moderate to win out in Maine, where she is struggling in polling even with scandals that led to a candidate switch by Democrats.
I’ve seen a lot of celebrating online that seems to assume the grands rule is gone, and I do credit the delay to an outsized, bipartisan negative reaction to the proposed rule. Still, this rule isn’t dead yet. The House, more aligned with the President, won’t consider it the spending bill September because it’s on summer vacation.
And there is room for shenanigans.
