A notable Senate development on the White House’s troubling new grants rules.

Monday is the deadline for comments on Trump II’s proposed revisions to the standard set of grants rules for the federal government. I’ve written quite a bit about how much of a mess this will be—including in implementation for White House officials who should know these challenges by now—and how Trump II might have left a legal vulnerability open in the proposal.

This week, Senate Appropriations Committee Chair Susan Collins sent a letter to White House budget director Russ Vought asking an extension of the comment period and rethink of the proposed rule.

The letter’s argument is essentially that this creates uncertainty for organizations that seek grant funds and do good work on the federal government’s behalf. It takes aim at the parts of the rule that the White House seems most interested in—its political appointee review of award decisions and increased government ability to terminate grants for whatever and whenever—and the parts that grant-reliant organizations are the most concerned about.
